Contractor Attendance Tracking at Plants and Power Stations: Geofenced Headcount Without a Phone App

Contractor attendance tracking at a plant works best with a tag on the worker's ID card, RFID walk-through gates at the plant and zone boundaries, and software that turns gate and zone events into vendor-wise man-days, live headcount and a muster list. It needs no smartphone, works in zones where phones are banned, keeps running when the internet drops, and produces the attendance record that settles contractor bills and satisfies the safety audit.

On a large plant the contract workforce often outnumbers the permanent one. They arrive through several gates, work for a dozen vendors, move between zones and are paid by the man-day. Attendance is taken by the contractor's own supervisor on paper or a mobile app the workers do not have, and the plant signs off bills it cannot verify. Safety then inherits the same gap: when the alarm sounds, nobody knows how many contract workers are inside Zone C.

This guide explains how plants and power stations fix both problems with one system: geofenced attendance from gates and tags, with the live safety view as a by-product.

Why phone-based attendance fails on the plant floor

  • Many contract workers do not carry smartphones on site, and shared phones defeat the purpose.
  • Phones are banned in many process areas, switchyards and hazardous zones.
  • GPS does not work inside turbine halls, boiler houses and warehouses.
  • Buddy punching is trivial with an app or a shared biometric at a distant gate.
  • Connectivity is unreliable across a multi-square-kilometre site, and an app that cannot sync loses the record.

How geofenced attendance works

  1. Induction and tag issue. The contractor's worker is registered once, with vendor, trade, induction status and permits, in the same system that handles visitor and contractor check-in. A BLE tag in the ID-card holder is linked to the record.
  2. Gate entry. RFID walk-through gates at the plant perimeter record a timestamped, single-read entry per tag. No queue, no touching a reader, no phone.
  3. Zone presence. Anchors inside the plant hear the tag every few seconds and assign it to a zone. Entry into a restricted zone without the right permit triggers an alert.
  4. Exit and computation. On exit the system closes the shift and computes hours on site and hours by zone, flags short shifts and double entries, and rolls them up per vendor per day.
  5. Reports and bills. Vendor-wise man-day statements are exported for bill certification; safety gets the same data as live headcount and muster.

Deployment notes from live plants

  • Start at the perimeter. Gates alone give verifiable attendance in weeks; add zone anchors in the hazardous areas next.
  • Tie attendance to induction. A tag only works for a worker whose induction and medical are valid, so expired inductions are caught at the gate, not in the audit.
  • Private network where the plant has none. On a power plant with no public internet in the process area, UrSpayce ran the whole system on a patented private LoRaWAN network with about 1 km of range and 96% tracking accuracy, fully offline. Read the case study.
  • Give the contractor a view. Vendors who can see their own attendance in the portal stop disputing it.
  • Keep tags simple to replace. Coin-cell tags lasting 6–12 months, issued and returned at the gate office, keep running cost predictable.

Attendance, safety and assets on one platform

The same gates and tags that produce attendance also drive GeoFencer safety monitoring: live presence, boundary breach alerts, SOS and man-down from the tag, and one-click muster. Add AssetTrack tags to tools and equipment and the same anchors report where they are. For a comparison of the tag technologies, read BLE vs UWB vs GPS vs RFID for construction sites, and for the tag itself, how BLE worker tags work.

Where UrSpayce fits

UrSpayce PULSE combines RFID walk-through gates, BLE 5.2 worker tags with panic button and fall detection, power-only anchors with no LAN requirement and gateways with Wi-Fi, Ethernet, 4G or private LoRaWAN uplink, on-premise or cloud, with contractor and visitor management on the same platform. It is deployed at power plants and manufacturing sites in India and the GCC. If you want to see vendor-wise attendance and live muster from the same tags, book a demo.

Frequently asked questions

How do plants track contractor attendance without a mobile app?

With a BLE or RFID tag on the worker's ID card and walk-through gates at the plant and zone boundaries. The gate records a timestamped entry and exit per tag and the software computes hours and man-days by vendor, with no smartphone and no biometric queue.

Can geofenced attendance work in areas where phones are banned?

Yes. Tag-based systems do not use the worker's phone. The tag broadcasts to fixed anchors, so attendance and zone presence are captured in process areas, switchyards and hazardous zones where phones are not allowed.

How does the system stop buddy punching?

Each tag is tied to one inducted worker, walk-through gates read one tag per person, and the tag detects detachment from its holder. Zone presence data also shows if a tag entered the gate but never reached the work area.

Does contractor attendance tracking work without internet?

It should. Gateways buffer data when the uplink is down and, where the plant has no reliable internet, a private LoRaWAN network can carry the whole system. UrSpayce's PULSE GeoFencer runs fully offline on such a network at a live power plant.

Can the same system be used for emergency muster?

Yes. Because the system knows who is inside each zone in real time, a muster list of who has not reached the assembly point is available at one click, replacing paper rolls and head counts at the gate.

How are vendor bills certified from the attendance data?

The system rolls up hours and man-days per vendor per day from gate and zone events, flags short shifts and anomalies, and exports a statement that the plant's engineer-in-charge certifies against the contractor's bill.
